The main purpose of my thesis entitled "The legislative process - the role of Members of Parliament" is to analyze the process of preparing, making and passing laws by the Parliament of the Czech Republic, focusing on the role of Members of Parliament in the legislative process (including comparisons between members of the coalition, opposition and non- attached) and provide a comparison theory, therefore, the possibility of the constitution and other laws and actual practice.

The Process of approval of laws in the Czech Republic

This research looks at the process of law approval in the Czech Republic in practice. This covers law proposal, appproval and implementation. The public views the process of approval and discussion in the Chamber of Deputies as protracted and inefficient resulting in postponing of some important laws. This research therefore aims to find which means the deputies especially the Members of Parliament, can use to influence the process of law approval and to what extent they actually use them. In relation to the main research question the theoretical part will focus on detailed analysis of the Constitution of the Czech Republic. In particular the part which explains the law approval process and competence of deputies The literature will also include the Rules of Procedure of the Chamber of Deputies. The analytical part will be dedicated to 3 specific examples of law approval (from the election period 2013-2017), its progress, amendatory proposals and voting in the Chamber of Deputies. It will possibly also mention reactions of the Senate and the President of the Czech Republic. In all 3 instances the research will try to answer the research question and summarise how the deputies use their competence in practice and how they influence the law approval process. The Problematic of Czech Parliamentarians’ Remuneration

This bachelor thesis focuses on the issue of the salary of Czech deputies and senators, i.e. members of the Parliament of the Czech Republic. For the purposes of the thesis, the following hypothesis was posed: If the legislators are remunerated according to their average attendance at the sessions of the Chamber of Deputies and the Senate, the expenses on their salaries including compensations will be lower by at least one third.
The theoretical part of the thesis deals with the Parliament of the Czech Republic, focusing on its history, the division into the Chamber of Deputies and the Senate, and selected bodies of the two chambers. The aim is to acquire background knowledge of the environment and agenda of deputies and senators. The theoretical part further describes the legislators right to impunity, as well as the entitlements to salary and various compensations, which are then analysed in detail.
The practical part is devoted to the analysis of data and is limited only to the Chamber of Deputies, because of the restrictions on the dissemination, publication and further use of data obtained from the Senate. The analysis is first conducted for individual political parties and, subsequently, for the Chamber as a whole. The methods used in this part are those of establishing medium values mean, modus and median.

Role vnitrostátních parlamentů na unijní úrovni je v posledních letech stále posilována. Již před přijetím Lisabonské smlouvy vnitrostátní parlamenty aktivně monitorovaly a připomínkovaly návrhy unijní legislativy a s přijetím Lisabonské smlouvy se tato úloha ještě posiluje. Práce přináší přehled aktuálních změn, které vnitrostátním parlamentům Lisabonská smlouva přináší, a věnuje se také meziparlamentní spolupráci, která je základním předpokladem realizace některých nově zavedených kontrolních mechanismů.

Code of conduct in parliaments of EU countries: Studz 1.205

Práce se zabývá druhy etických kodexů používaných v politické sféře, např. kodexy politických stran nebo předvolebních kampaní, hlavní pozornost je věnována kodexům chování přijatých v zákonodárných sborech ve vztahu k působení poslanců. Jsou uvedeny argumenty pro a proti zavádění takových kodexů a na základě rozboru existujících kodexů v irském, polském a britském parlamentu blíže představen obsah a sankční mechanismy. Přiloženy jsou texty etických kodexů zákonodárných sborů tří výše uvedených parlamentních komor (v původním znění).

Drafting and approval of a meeting program and agenda and of changes to the approved program (in selected parliamentary chambers): Study 1.209

Studie se zabývá vytvářením programu, organizováním pořadu schůze a možnými změnami, flexibilitou již schválených pořadů. Organizaci programu a pořadu parlamentních komor je možno rozdělit na několik typů, kdy většina komor tradičních parlamentů v podstatě nedovoluje změny hlavního programu a pořadu činěné tentýž den, aby nedocházelo k nepředvídaným programovým zvratům a rovněž aby vláda dosáhla plynulého přijímání navržených zákonů. Naopak v typu parlamentu, který se uplatňuje v parlamentních republikách postkomunistických států (ČR, Slovensko, Polsko, Maďarsko, pobaltské státy) jsou jednací řády ovlivněny tím, že agendu parlamentních komor (hlavního programu) povětšinou vytváří parlamenty samotné.
